Nonevaluative feedback is nonjudgmental; it focuses on what the reader hears--not on what's "good" or "bad."  It helps writers make their texts clearer, more concise, better organized, and better suited to their audiences--and it offers teachers and writing groups strategies for creating engaged, successful peer feedback activities.
